I suspect that one of the main reasons for this has to do with the general lack of knowledge the non-Jewish world has regarding the Holocaust, Zionism and Israel.

The bill has $10M over 5 years earmarked for this education.
This president has never wavered in his support for the Jewish community in America and the state of Israel. He has consistently demonstrated his unwavering support for our people, our values, and our ancestral homeland.
With yesterday's action, President Trump signed into law a bill that will use the federal government's vast resources to help increase Holocaust Education. Thank you Mr. President.
We still have a long way to go in reducing anti-Semitism and increasing knowledge about Israel and the Holocaust. A long way indeed.
The bold action by President Trump, the tireless work by a bipartisan group of elected officials and countless organizations and individuals, should give us a glimmer of hope that the future of the Jewish people is strong. Let's get to work.
