Israel's Ministry for Diaspora Affairs and Combating Antisemitism published a new study Monday exposing what it described as the funding mechanisms, operating methods and network of connections surrounding some 20 organizations engaged in efforts to delegitimize Israel in the US. According to the report, the organizations examined raised a combined total of more than $250 million between 2020 and 2025, primarily through donations.
In some cases, the ministry said it found direct or indirect links to individuals and entities involved in terrorism, incitement and illegal activity.
The ministry claimed that the organizations operate under the banner of civil society, human rights or educational activity, but in practice promote campaigns aimed at delegitimizing Israel, incite violence and maintain ties with organizations designated as terrorist groups in Israel, the US and Europe.
The report is based on information cross-checked against public, regulatory and legal sources. It identifies recurring patterns of cooperation, financial transfers through intermediary entities and coordinated campaigns involving multiple organizations.
A conduit for transferring funds
The report identified financial patterns that it said indicated the use of ostensibly legitimate donation mechanisms to channel resources toward delegitimization and incitement activities. It also described coordination among organizations, joint campaigns and extensive public advocacy and communications activity that, in some cases, it said went beyond the boundaries of legitimate discourse and could contribute to radicalization, incitement and even violence.
According to the findings, some of the money passed through intermediary entities that, in certain cases, served as conduits for transferring resources to parties linked to terrorist organizations. The report analyzes the organizations' methods of operation and sources of funding, as well as their possible direct or indirect connections with parties involved in incitement, terrorism or other illegal activity.
Organizations named in the report include:
American Muslims for Palestine: The report alleges that the organization maintains ties with outlawed groups and participates in conferences alongside Hamas and Popular Front for the Liberation of Palestine activists.
Palestinian Youth Movement: According to the report, the organization expressed support for the Oct. 7, 2023, massacre, in which Hamas-led terrorists murdered 1,200 people in southern Israel and abducted 251 others to the Gaza Strip.
Council on American-Islamic Relations: The report alleges connections with senior figures in organizations previously linked to the Hamas terrorist organization.
The report also names several other organizations, each of which is alleged to have varying links to extremist actors, involvement in anti-Israel activity or support for organizations designated as terrorist groups:

Adalah-NY
The document emphasizes that Adalah-NY has no connection to Adalah, the Legal Center for Arab Minority Rights in Israel.
The Diaspora Affairs Ministry said it intended to provide the findings to additional US law enforcement authorities and continue monitoring the organizations' activities. According to the ministry, the study is intended to provide US authorities with a factual basis for examining the organizations' activities and sources of funding.
