Egypt's state-affiliated media published on Tuesday details of Cairo's plan to rebuild the Gaza Strip, which is expected to be presented to Arab leaders at a summit in the Egyptian capital.
According to the government-aligned "Al-Qahera" channel, the plan includes the following points:
- Establishing a transitional administrative committee for Gaza for a six-month period.
- The committee would be "independent" and composed of technocrats not affiliated with any particular organization, operating under the umbrella of the Palestinian government.
- The committee's formation is intended as preparation for the return of the Palestinian Authority's government to Gaza.
- Jordan and Egypt would work together to train a Palestinian police force in advance of its deployment in the Gaza Strip.
The declaration accompanying the plan will emphasize that the two-state solution is the best path forward and that the Gaza Strip is an inseparable part of the Palestinian territories. It will also stress the importance of maintaining the ongoing ceasefire.

The Egyptian plan calls for mobilizing political and financial support for the efforts of Egypt and Jordan to train the Palestinian police force. Additionally, international protection forces would be deployed in the Palestinian territories should a Palestinian state be established.
