A state of emergency has been declared in Germany after the shooting near the Israeli consulate in Munich. Israeli diplomats there are currently unable to leave their homes, and security has been massively reinforced. Sources in Israel say the identity of the shooter is still unknown, but they believe "there are no coincidences" given the proximity to the memorial ceremony for the Munich massacre. The current assessment is that the intent was to harm Israelis.

It is important to note that since October 7, security has been increased at all Israeli embassies and consulates worldwide, and security protocols have been tightened to prevent and thwart attempts to harm Israelis outside the country. In countries considered more dangerous, embassy staff have not been present since October 7.

As for today's incident, it is still unclear whether there were specific warnings. For now, at least, Israeli officials appear surprised.
