Russia deployed its forces to Syria in 2015 during the civil war to support the Assad regime. Since the invasion of Ukraine, Moscow has relocated some of its units from Syria to the Ukrainian battlefield. Simultaneously, Moscow has recruited Syrian mercenaries who were also sent to assist in the invasion of Ukraine. The Syrians are reportedly recruited at the Khmeimim air base and provided with Russian documentation. In May 2023, the head of Ukraine's Military Intelligence, General Kyrylo Budanov, vowed to "destroy Russian war criminals anywhere in the world." Previously, footage emerged of Ukrainian commandos operating against Wagner forces in Sudan.
