An attempt is now being made to solve the diversion of humanitarian aid from welfare agencies to Hamas terrorists, Israel has devised a plan that would see the military hand out the aid directly to Gazans, Israel Hayom has learned.
In recent days the army has formulated a plan that will try to prevent humanitarian aid from reaching Hamas, following instructions from the government. According to the plan currently under consideration, the army and international bodies will be forced to distribute the aid directly to Gaza civilians.

This means that the army will have to deal with civilian aspects in the strip as well, something it has no interest in doing.

According to the initial proposals, a designated humanitarian compound will first be established in the north and center of the strip, where Gazan civilians will arrive. The plan is only at the beginning of the examination process in the army, and may still change. The IDF said it would act in accordance with the decisions of the political echelon.
In addition, after long weeks in which the censor did not allow the flooding of water into Hamas tunnels to be published, it was reported that several IDF and Ministry of Defense units jointly developed high-flow water flooding systems to flood Hamas tunnels in the strip, as part of a variety of tools used by the IDF to neutralize tunnels.
Meanwhile, Defense Minister Yoav Gallant told members of the Knesset's Foreign Affairs and Defense Committee: "The work of eliminating terror infrastructure is difficult work, it is complex, it has costs, but it is finite. And we are progressing on this matter."
According to Gallant, "The State of Israel has two goals in the Gaza Strip, and a significant condition for implementing them: eliminating Hamas as a military and governing body, and returning the captives to their homes."
