Although the incident was not declared terrorism in the immediate aftermath, the investigation has leaned toward that direction. The driver, who is from the Bedouin community of Rahat, was taken into custody and then evacuated to a nearby hospital for injuries he sustained in the incident.

The head of the regional police department, Brigadier General Nachshon Nagler said that there are increasingly more details to suggest that this was a pre-meditated attack. Video footage shows the car hitting the man, who then lies on top of the car as it continues driving along the street until he ultimately falls onto the road.
A first responder who arrived at the scene said that "the pedestrian was given immediate medical attention on-site and then evacuated to the Soroka Medical Center with severe wounds to his extremities."
