Eyewitnesses said that Yuli Wolf was thrown into the air when she was hit by the cyclist at high speed in an area not designated for electric bikes or scooters.
The rider, 16 years old, initially fled the scene but was arrested in his home later.
Wolf's mother said, "As a parent, you can take your child to an area where motorized vehicles are not allowed, you can teach her and practice to look left and right before crossing the street, and she still gets injured. It happened to us now, but the hospital says that it is a common incident.
"It's as if there is a countdown for every parent in this country until his or her child will get injured by a motorized vehicle. My daughter saw this bike coming toward her, stopped, tried to run away from them, and still, this boy struck her.
"It could have all ended much worse. We are recovering. But what about other parents? The next child?" she said.
