Having assessed hundreds of factories, gas stations, and other companies, both privately and government-owned, with industrial subsidiaries for their environmental impact, lack of compliance with environmental regulations, and reporting on environmental issues, the ministry concluded Oil Refineries, Ltd., which operates Israel's largest oil refinery in the Haifa Bay, was the country's worst offender.
Coming in second on the list was Israel Chemicals subsidiary ICL Rotem, which operates phosphate mines in the Negev, followed by the Shafdan wastewater purification facility in Rishon Lezion. In fourth place was Paz Ashdod Oil Refinery, followed by Carmel Ozefins. Mey Sheva's Sewage Treatment Plant Shockat was sixth on the list, followed by Dead Sea Works in seventh place. Coming in eighth place was Shemen Industries, Ltd followed by Gadiv Petrochemical Industries in ninth place. Rounding out the list of worst environmental offenders was Dead Sea Magnesium.
