The incident took place on Friday as the ethnically mixed coastal city – like other mixed cities across Israel – saw unprecedented clashes between Jewish and Arab Israeli residents.
The suspect, 20, is an Arab who resides near the Ajami neighborhood where the incident took place. He was arrested overnight and is in the Israel Security Agency's custody.
A police source told Israeli media more arrests are expected in the case.
The victim, a 12-year-old Arab boy, sustained severe burns to his face and upper body and remains in serious condition. Doctors at the Sheba Medical Center in Ramat Gan have had to place him in an induced coma as they fight for his life.
The case has been placed under a gag order, preventing further details of the case from being released to the media.
