Restrictions will be placed on incoming flights from a shortlist if countries described as a risk over the rate over the global pandemic, but otherwise, air traffic will be almost unlimited.
The cabinet has yet to decide whether to impose a limit on the number of people entering Israel on a daily basis.
On Sunday, Transportation Minister Miri Regev said she would work to allow all Israelis to fly in for elections, with a more significant reopening in April.
