The meeting in Tehran between Raisi and Ambassador Adnan Mahmoud came as Iran cautiously watches developments in the fierce fighting between Armenia and Azerbaijan - both of which border Iran - in the disputed Nagorno-Karabakh region.
The Syrian regime considers all of the Golan Heights part of its territory and frequently utilized the elevated topography to attack Israeli farmers and infrastructure projects prior to the 1967 Six-Day War.
Israel considers the area part of its northern territory, and on March 21, 2019, US President Donald Trump recognized Israeli sovereignty over the Golan Heights.
