The Israel Police arrested the man after setting up roadblocks to stop the bus en route to Jerusalem.
The man was taken into custody, where he will remain under close observation to avoid community spread of the virus.
The other passengers on the bus were also sent into isolation because of their likely contraction of the virus, having been in close contact with him for about an extended period in a packed vehicle.
The driver of the bus was given a fine of 5,000 shekels (1370 dollars) because he allowed more than 25 people on the bus, in violation of the anti-coronavirus emergency statutes.
