News reports said that one police officer was wounded in the incident.
One of the Israelis died on the spot. The second was rushed to a nearby hospital, where he succumbed to his wounds and was declared dead.
The Foreign Ministry confirmed that the shooting had taken place and that two Israeli citizens had been killed.
"The acting Israeli consul in Mexico, Eli Levy, set out for the location of the incident immediately after he received reports of it, and is working with local authorities to ascertain the identity of the victims," the ministry said.
Unconfirmed reports alleged that the two men were well-known in Israeli criminal circles. Both had permits to work in Mexico, where one has lived for over 15 years.
It is unknown whether the shooting, believed to have been a hit, was ordered from Israel or was the result of some conflict in which the two were engaged in Mexico.
