According to the 1947 partition plan, Jerusalem was to be an international city. The plan was never implemented, the holy city ended up divided and disputed, and most embassies to Israel chose to be located in Tel Aviv, at least until Jerusalem's status could be resolved. In 2006, the last of a handful of embassies in Jerusalem closed.
But on May 14 of this year, the United States controversially moved its embassy from Tel Aviv to Jerusalem, and since then, Guatemala and Paraguay have done the same, and more countries may follow.
